ရန်ကုန်မြို့တော်အတွက် ပိုမိုကောင်းမွန်သော ရေပေးဝေရေးလုပ်ငန်းဆိုင်ရာ အဆင့်မြှင့်တင်ရေး စီမံကိန်း (အဆင့် ၂) (ကုက္ကိုဝရေပေးဝေရေးစီမံကိန်း) အတွက် ပတ်ဝန်းကျင် ထိခိုက်မှု ဆန်းစစ်ခြင်း အစီရင်ခံစာနှင့် စပ်လျဉ်း၍ အများပြည်သူသို့ ထုတ်ဖော် အသိပေးခြင်းနှင့် အများပြည်သူနှင့် တွေ့ဆုံဆွေးနွေးပွဲသို့ တက်ရောက်ရန် ဖိတ်ကြားခြင်း။

၁။ ရန်ကုန်မြို့တော်စည်ပင်သာယာရေးကော်မတီသည် ရန်ကုန်မြို့တော်အတွက် သောက်သုံးရေလုံလောက်စွာ ဖြန့်ဝေပေးနိုင်ရေး ဆောင်ရွက်လျှက်ရှိရာ ကုက္ကိုဝမြစ်ရေကို သန့်စင်ပြီး တစ်နေ့လျှင် ရေဂါလံသန်း (၆၀) ပေးဝေနိုင်ရေး စီမံကိန်းလုပ်ငန်းအား ဂျပန်နိုင်ငံ အစိုးရ ODA ချေးငွေဖြင့် အကောင်အထည်ဖော်ဆောင်ရွက်ရန် ပြည်ထောင်စုအစိုးရမှ ခွင့်ပြုပြီး နှစ်နိုင်ငံချေးငွေ သဘောတူစာချုပ် လက်မှတ်ရေးထိုးပြီး ဖြစ်ပါသည်။

1. The Government of the Republic of the Union of Myanmar has received a Loan from Japan International Cooperation Agency toward the cost of the Greater Yangon Water Supply Improvement Project Phase 2. It is intended that part of the proceeds of this Loan will be applied to eligible payments under the contract resulting from the bidding for which this prequalification is conducted.

2. The Yangon City Development Committee intends to prequalify contractors and/or firms for “Construction of Zone 9 and Pearl Service Reservoirs, Pumping Stations, and Transmission Pipeline from Kokkowa Water Treatment Plant to Hlaing River”.

- Construction of Transmission Pipeline of Ductile Iron Pipe (DIP, DN1600mm) from Kokkowa Water Treatment Plant to Hlaing River with total length of approx. 28.2 km

- Construction of Zone 9 Service Reservoir having capacity of 52,300 m3 (11.5MG) with Pumping Station, including Mechanical and Electrical equipment of Transmission Pumps for Zone 1 (70.5 m3/min) and Distribution Pumps for Zone 9 (82.1 m3/min), Sub Power Station, Generator System and SCADA System for Pump and DMA

- Construction of Pearl Service Reservoir having capacity of 39,550 m3 (8.7MG) with Pumping Station, including Mechanical and Electrical equipment of Distribution Pump for Zone 1 High Subzone (47.4 m3/min), Sub Power Station, Generator System and SCADA System for Pump and DMA

- Construction of operation buildings including accommodation building, generator house, security house and associated facilities and landscaping in the Reservoir Sites

3. It is expected that Invitation for Bids will be made in February 2021.

4. Prequalification will be conducted through procedures in accordance with the applicable Guidelines for Procurement under Japanese ODA Loans, and is open to all Applicants from eligible source countries, as defined in the Loan Agreement.

၁။ ရန်ကုန်မြို့တော်စည်ပင်သာယာရေးကော်မတီ၊ ရေရရှိရေးနှင့် ရေပေးဝေရေး လုပ်ငန်းတာဝန်ခံအဖွဲ့၊ အင်ဂျင်နီယာဌာန(ရေနှင့်သန့်ရှင်းမှု)သည် ရန်ကုန်မြို့တော်နေ မြို့တော်သူ၊ မြို့တော်သားများ ကျန်းမာရေးနှင့် ညီညွတ်သော သောက်သုံးရေများ သုံးစွဲနိုင်ရန် အတွက် ပေးဝေလျက်ရှိသည့် ရေထဲသို့ ကလိုရင်းဆေးခတ်သန့်စင်ခြင်းလုပ်ငန်းကို မကြာမီ ဆောင်ရွက်သွားမည်ဖြစ်ပါသည်။

၂။ ကလိုရင်းဆေးခတ်သန့်စင်ခြင်းသည် သောက်သုံးရေသန့်များရရှိစေရန်အတွက် လူတို့၏ ကျန်းမာရေးကိုထိခိုက်နိုင်သည့် ပိုးမွှားများအား သန့်စင်သည့်နည်းစနစ်တစ်ခုဖြစ်ပြီး ကမ္ဘာ နှင့်အဝှမ်း အသုံးပြုလျက်ရှိကာလူတို့၏ ကျန်းမာရေးကိုမထိခိုက်စေရန် အကာအကွယ်ပေးသည့် နည်းစနစ်ဖြစ်ပါသည်။

၃။ ကလိုရင်းဆေးခတ်သန့်စင်ရာတွင် ကမ္ဘာ့ကျန်းမာရေးအဖွဲ့ (WHO) က သတ်မှတ် ထားသည့် ညွှန်ကြားချက်အတိုင်း ရေသုံးစွဲသူပြည်သူများ၏ ကျန်းမာရေးကို မထိခိုက်သော ပမာဏဖြစ်သည့် 4 mg/L ထက် မများသည့်နှုန်းဖြင့် အသုံးပြုသန့်စင်သွားမည် ဖြစ်ပါသည်။ ရေတွင်ပါဝင်သော ဘက်တီးရီးယားများနှင့် ဓာတုပစ္စည်းများအားကလိုရင်းဖြင့် ဓါတ်ပြုသန့်စင် သွားမည်ဖြစ်ပြီး ပြင်ပမှ ပိုးမွှားဘက်တီးရီးယားများ ဝင်ရောက်ရှင်သန်ပေါက်ဖွားခြင်း မပြုနိုင်ရေး ကလိုရင်းဓါတ်များ (Residual Chlorine) ကြွင်းကျန်မှုရှိနေစေရန် ဆောင်ရွက် သွားမည်ဖြစ်သဖြင့် ပြည်သူလူထုအားပေးဝေသည့် သောက်သုံးရေတွင် ကလိုရင်းအနံ့ ရရှိမည်ဖြစ်ပါသည်။

၄။ ၄င်း ကလိုရင်းအနံ့ရရှိခြင်းသည် ရေတွင်ပေါက်ဖွားနိုင်သော ရောဂါပိုးမွှားများအား ဆေးခတ်သန့်စင်ပြီးဖြစ်ကြောင်းနှင့် ကျန်းမာရေးကိုမထိခိုက်ဘဲ ရေကောင်းရေသန့်အဖြစ် သုံးစွဲနိုင်ကြောင်း အထောက်အထားဖြစ်ပါသည်။ ကလိုရင်းအနံ့အား ကြိုက်နှစ်သက်မှုမရှိပါက တစ်ရက်တာ သိုလှောင်ထားခြင်းဖြင့်လည်းကောင်း၊ မိနစ်အနည်းငယ် ကြိုချက်ခြင်းဖြင့် လည်းကောင်း၊ သံပုရာရည် သို့မဟုတ် ရှောက်ရည်အနည်းငယ် ရောထည့်ပေးခြင်းဖြင့် လည်းကောင်း ကလိုရင်းအနံ့မပါရှိအောင် ပြုလုပ်ပေးနိုင်ပါသည်။

၅။ သို့ဖြစ်ပါ၍ ရန်ကုန်မြို့တော်စည်ပင်သာယာရေးကော်မတီမှ ပေးဝေသည့်ရေတွင် ကလိုရင်း ဆေးခတ်သန့်စင်ခြင်းလုပ်ငန်းကြောင့် ကလိုရင်းအနံ့များရရှိပါက စိုးရိမ်ရန်မရှိ ကြောင်းနှင့် ပိုးသတ်သန့်စင်ထားသည့် လက္ခဏာဖြစ်၍ ယုံကြည်စိတ်ချစွာ သုံးစွဲနိုင်ပါကြောင်း ကြိုတင်အသိပေး ကြေညာအပ်ပါသည်။

The Government of the Republic of the Union of Myanmar has received a loan from Japan International Cooperation Agency (JICA) toward the cost of Greater Yangon Water Supply Improvement Project (MY-P5), Lagunbyin WTP and Nyaunghnapin WTP No.1 & No.2. Also need to include upgrading the existing dosing facilities of the Nyaunghnapin WTP No.1 & No.2. It is intended that part of the proceeds of the Contract for the Supply and Delivery of Poly Aluminium Chloride.

2. Bidding will be conducted through procedures in accordance with the applicable Guidelines for Procurement under Japanese ODA Loans, and is open to all Bidders from eligible source countries, as defined in the Loan Agreement.

3. The Yangon City Development Committee now invites sealed Bids from eligible and qualified Bidders for the procurement of the Supply and Delivery of Poly Aluminium Chloride (“the Goods”).

4. Interested eligible Bidders may obtain further information from and inspect the Bidding Documents at the office of Engineering Department (Water and Sanitation) , Yangon City Development Committee at 12 1/2 Storey Office Building, No.390, Merchant Road, Yangon, Myanmar.

5. A complete set of Bidding Documents may be purchased by interested Bidders on the submission of a written application to the address above, and upon payment of a non-refundable fee 50,000 Myanmar Kyats.

6. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Standard Bidding Documents under Japanese ODA Loans for the Procurement of Goods.

YANGON CITY WATER SUPPLY IMPROVEMENT PROJECT
SUPPLY AND DELIVERY OF LIQUID SODIUM HYPOCHLORITE

The Water and Sanitation Department of the Yangon City Development Committee (YCDC) is upgrading its potable water supply system by constructing a new water treatment plant and implementing disinfection facilities at existing water supply facilities throughout the city.
YCDC is exploring a number of disinfection options one of which is the use of liquid sodium hypochlorite. There is no sodium hypochlorite manufacturing facility in Myanmar. YCDC would have to source the required product from international suppliers and determine how to transport and arrange deliveries to water supply facilities in Yangon City. Before proceeding with an international competitive bid, YCDC would like to confirm technical and logistic requirements in order to develop qualification criteria and tender documents.
General requirements are expected to be as follows:

  • Liquid sodium hypochlorite (NaOCl):12.5 percent available chlorine, capable of meeting American Water Works Standard B-300-99 or equivalent standard for potable water supply.
  • TSS <= 0.15 % by weight, free alkali as NaOH by weight 0.1% to 1.0%.
  • Chlorate concentration less than 2.5 g/L upon delivery.
  • The supplier shall be responsible for transferring the liquid sodium hypochlorite into storage tanks at the delivery sites.
  • Estimated annual requirement: - 8,760 m3
  • Delivery amount and schedule: - 120 m3 every 5 days

  • Delivery quantities and schedules may vary depending on actual water production and demands. Liquid sodium hypochlorite consumption at each location is an estimate only and YCDC would not be bound by these amounts in its contract with the supplier.

Interested suppliers should provide the following information:

  • Manufacturers name and country of origin. Location of production facility.
  • Production capacity.
  • Manufacturing method and applicable standards.
  • Experience with bulk supply and delivery of liquid sodium hypochlorite for potable water supply or wastewater treatment.
  • Typical commercial terms used on similar supply and delivery contracts.
  • Method for placing an order: fixed schedule and fixed amount vs delivery of a varying amount within 72 hours after telephone notification by YCDC.
  • Product specifications: available chlorine g/l (minimum and maximum).
  • Manufacturer’s certified laboratory report showing: total suspended solids, excess sodium hydroxide content in g/l, iron mg/l, copper mg/l, and nickel mg/l.
  • Proposed shipping method to Yangon: by land (containers on flatbed truck vs tanker truck) or containers by air, capacity of tanker trucks or containers, number of trucks and containers. Proposed Incoterms for shipping e.g. C.I.P.
  • Description of customs clearance procedures and timeframes for land transportation.
  • Description of tanker truck unloading procedures and equipment for unloading directly into the liquid storage tanks and feeding facilities.
  • Description of container delivery procedures and unloading equipment: indicate the size and number of containers per truck. Indicate how the containers will be unloaded and how they should be stored by YCDC. Describe how the empty containers will be managed by the supplier (loading and transporting back to the manufacturer or to a recycling facility).
  • Estimated shipment delivery times from the time the product is manufactured to delivery at site including any time spent in clearing customs.
  • Methods for acceptance sampling and testing prior to unloading.
  • Description of delivery safety equipment, safety training and emergency response plans for spills and accidents.
  • Availability of staff for engineering and technical assistance with the application of its product, and disposal and handing of residues and sludge produced by the application of liquid sodium hypochlorite.

This is a request for information only and no contract award will be made as a result of this process.
YCDC will proceed with an International Competitive Bid for the procurement of goods for a 1 year contract when there is adequate information to do so. It is expected that hypochlorination facilities would be ready to start operations in January 2019.
